Materiel Services

Transactional Purchasing

Transactional Purchasing (TP) is responsible for procuring medical/surgical supplies for Materiel Services.


Annually TP purchases $51 million worth of medical/surgical supplies for the 10,200 items loaded in the inventory system.  The entire list of products is available in the online MSC Catalog.


Inventory Control Analysts from Transactional Purchasing/Materiel Services ensure all customer products needed are available either in the MSC warehouse (stock) or through direct ordering ( nonstock ).  Supplies are ordered primarily from distributors through established service contracts.  These contracts have fixed pricing and commit purchases for a set period of time.  Primary distributors deliver stock orders on a next/same day basis.  Due to timely invoice payments of 15-30 days, over $100,000 in discounts are received by the UMHHC on an annual basis.

Back Orders

Every day, on average, 5% of the 10,200 items are on manufacturers' backorder. Manufacturer and/or distributor backorders occur when the manufacturer is temporarily unable to provide a product due to reasons such as assembly line breakdowns or product recalls.  Materiel Services works with customers to overcome difficulties associated with manufacturers' backorders.

When a manufacturers' backorders occurs, a clinically acceptable product is substituted when possible.  The Transactional Purchasing Staff works closely with Value Analysis who determines a clinically accepted substitute item.  Clinically acceptable substitutions are determined by the major users of the product.
